EDINBURG - Richard Hinojosa, 67, peacefully passed to be with The Lord on Monday, June 14th, 2021 after a short illness at home. Richard was born on August 21, 1953, in Edinburg, Texas where he lived for most of his life. He attended Sacred Heart Catholic School and graduated from Edinburg High School Class of 1971. Following high school, he attended and graduated from Pan American University in 1977. Richard then attended Texas A&M University and graduated with a Masters in Regional Urban Planning in 1981.
Richard began serving his community as a City Planner for the city of Edinburg in January 1975 to 1979. In 1981, he served as the Director of the Planning Department for four years. His invaluable knowledge of working with city infrastructure, helped him serve multiple communities while working in the Planning Department as the Planning Director of the Lower Rio Grande Valley Development Council. He would later serve as their Deputy Executive Director. Richard's heart was always with the city of Edinburg, and he returned to serve the city in 2007 as the Grants and Contracts Coordinator. In 2013, he was promoted to the position of Director of Planning and Zoning, and in 2015 he would serve as City Manager. Richard would serve as the City Manager until 2019.
Richard enjoyed spending time with his family, barbequing on weekends, cooking and baking during holidays, and watching the Texas A&M University football team play. Richard was a devoted husband married to the love of his life Rebecca Rodriguez Hinojosa. He was a loving father and grandfather, a caring son to his parents, a loyal brother, and a devoted friend. Richard loved and was committed to his entire family and always placed himself second to others. Richard always had a way of making you feel special. He was genuine, caring, and an incredible role model for his family, friends, and colleagues.
He is preceded in death by his parents, Roy Lee and Genoveva Hinojosa.
Mr. Hinojosa is survived by his wife, Becky Rodriguez Hinojosa; four children, Rick Hinojosa, Roy (Rachel) Hinojosa, Carrie (Alec) Hinojosa Palacios, Caitlin (Timothy) Hinojosa Lyons; two step-children, Christopher (Victoria) Luna, Aissa (Brian) Starks; four grandchildren, Abigail Hinojosa, Nicholas Hinojosa, Eli Hinojosa, Luke Hinojosa; two brothers, Roy Lee (Dina) Hinojosa, Robert (Yolanda) Hinojosa; three brothers-in-law, Humberto (Norma) Rodriguez, Rick Rodriguez, Benny (Rosie) Rodriguez; mother-in-law, Petra Rodriguez; 16 nieces and nephews.
Visitation will be held from 5 to 8 p.m., with a 6 p.m. rosary Friday, June 18, 2021, at Memorial Funeral Home, 208 E. Canton in Edinburg. Funeral service will take place at 9:30 a.m. Saturday, June 19, 2021, at St. Joseph Catholic Church in Edinburg. Interment will follow at Valley Memorial Gardens in McAllen.
Funeral services are under the direction of Memorial Funeral Home in Edinburg.
